There is certainly no OS equivalent to MS Windows, UNIX, or such. However, there are commercial, off-the-shelf (COTS) RTE's for embedded systems that serve in the role of OS for those environments. In fact, they serve in that role far better than one of the more popular OS could. The U.S. Navy is discovering just how horrid NT is after towing ships back to port because of failures. Windows XP promises to be no better. Perhaps it is worthwhile for someone to write an OS in Ada that supports desktop applications. However, the real strength of Ada, and its real application domain is safety-critical software.
