I assume you meant .gpr
GNU ELPA ada-mode also provides gpr-mode

Depends on the OS distribution. That has always been spotty, which is why I have always preferred the AdaCore distribution. But they promise to make it better, somehow.

The intent is to use the "normal" way to install things on each supported OS. So on Debian that's apt-get or one of the wrappers around that. On Mingw64 that's pacman. Etc.

AdaCore does not intend to provide a distribution. And if they do a good job supporting Debian and Mingw64, I'll be happy.
