That's a mischaracterization of the paper. It actually compares the cost of 
implementing and using an application-specific component to implementing and 
using a reusable component.

Going to adaic.org and finding a library you like takes longer than writing a 
little subprogram like the one under discussion, but a lot less time than 
writing such subprograms repeatedly.
