The Ada LRM (section 9.6) states, "...the smallest representable
duration, DURATION'SMALL must not be greater than twenty milliseconds
(whenever possible, a value not greater than fifty microseconds should
be chosen)."

What is the rationale behind the choice of values like "twenty
milliseconds" and "fifty microseconds"?  Was there a real reason for
these restrictions, or were the values just "picked out of the air" as
seeming reasonable?
