I am posting this for a friend currently without network access who is
looking for a PC version of McCabe's complexity program. She would
greatly appreciate any pointers as to where it might be obtained.

You might try calling SET Laboratories at 503-829-7123 (FAX: 503-829-7220).
SET Labs has a PC version of a complexity analysis tool for Ada, plus
a number of nifty data analysis tools that allow you to make sense of the
metrics. If your friend is a student there is a special educational discount
available. Metrics include Cyclomatic Complexity, Software Science,
Span of data Reference, LOC, Comment Count, Avg Variable Name Length,
etc. on a procedure, package and system basis.

Hope this helps.
