If processor is not used heavily then they don't use their full 'capacity' - modern CPUs (and GPUs too) can be underclocked by OS - and usually if you don't have much work to be done atm then they are put to lowest frequency possible (not to mention that nowadays if you don't make use of certain circuits in CPU then cpus themselves can just switch that part off). Thus to save energy you want your task to be computed ASAP - so that it can be in low frequency mode for as long as possible. Turns out it is the best power saving optimization. And as counterintuitive as it is - it is most important for big data centers (less power used => less heat waste => less cooling needed)
