	From a fairly detailed article I'd read, MCAS isn't even considered an
anti-stall system.

	The primary purpose of MCAS was to compensate for the fact that the MAX
engines are mounted further forward and higher than previous 737 series
engines. This change was needed to obtain ground clearance with the larger
engines.

	The position change also has a subtle effect in that they produce added
lift in front of the wings at some angles of attack; this would have
produced a tendency to increase a "nose-up" attitude.
