Looks like simple html to me, ("hand written"), and using Apache.
Maybe the broken stuff is on your side.

Agreed, absolutely.  The nice thing about the above is that it is not
much about any "methodology", but merely an overview of why something
like "agile" techniques are (re)gaining interest.

As I pointed out elsewhere, I think a much better way of thinking
about the kind of incremental development I was discussing is that of
developing a theory in mathematics.  I typically spend 0 time in
debugging sessions.
